Ok, this is an easy one. Step one: Find the Mean of the numbers by adding all the numbers 21, 45, 21, 14, 21, 28, 14, 24, and 28 which you will get according to my answer 220. Then you divide that by 9 since that there are 9 numbers listed above. When you divide you will get about 24.4 since you want it to be rounded to the neared tenth. Then you subtract 24.4 to all the number and when you get your answer, put the answer as |-3.4| for the first one so you will get a positive instead of a negative which is what we want. The second will be |20.6| which is 20.6 ans so on when we subtract. Then when you get all of that, you will need to add all those numbers and get a number and divide that by 9 because again there are 9 numbers. Now that you know that, you can do part b and c. Interpret means to depict something. For part C, you will need to use part A again and find the mean absolute deviation for part A again but without 45. And then explain the difference and how it affects the answer. To help with that, compare the 2 answers.

(my edit) it is not that 2/15 is wrong (although it is not entirely right).
1/3 is the correct answer if you assume that what happened during the first draw has nothing to do with what will happen on the second. It is like saying if you throw 11 heads in a row with a fair coin, what are the chances of throwing a heads on the 12th throw? The answer is 1/2. That is the same kind of question you have asked.

The two of us who have responded have really responded to what are the chances of drawing 2 white chips. The question really does not restrict us in a way that prevents us from saying that. I'll stick with

but I think it would be nice if the writer of the question made it clear that 1/3 should be the proper answer. I am glad you came back and posted the right answer. It makes me think.
