mathematically, the general equation of a straight line is;

y = mx + b

where m is the slope and b is the y-intercept

if two lines are parallel, the value of their slopes is same

for the first line, we have;

The slope of the first line is 1/4

this is the slope of the second line too

By using;

y-y1 = m(x-x1)

where (x1,y1) is the point on the line

we have;

y - 5 = 1/4 (x - (-1))
