Answer: Because the population is in charge of creating those elements that are going to be part of the development. Human capital is considered the most valuable for the growth and development of any company or organization in any country.

Explanation: A country may have a large number of resources that can contribute to its development, but if there is not the human capital necessary to exploit and manage it, growth will not be possible. The population is composed of people who have knowledge in different areas and this together allows for development.
