Action- Denise can refuse and that's that. She can say "Sorry but I promised my mom I wouldn't drink until I'm 21" "Sorry, but I don't feel comfortable drinking, however I will be the designated driver if you'd like"

Thinking to herself- "I am the only one who can make this decision and I made a promise to myself I wouldn't drink or do drugs"

This is referred to as a safety device which protects the driver and passengers from harmful movement during a collision of two more vehicles.

When collision occurs, the force acts on the passengers and results in the movement of parts of the body which is why was enforced to ensure safety. It prevents the body from hitting other parts of the vehicle such as windscreen etc which could be fatal.
