While everyone agreed with it and signed it, the United States did not. The excuse of the United States was that it will harm their economy, their development, and that the country will not be able to cope with it. After that, China did the same, with the excuse of ''if they want to develop and progress, we should be able to do it as well''. Nowadays we have a situation where these countries don't obey to the Kyoto Protocol and they are responsible for almost half of the global emissions of carbon dioxide, while the smaller polluters are giving their best to decrease the usage of fossil fuels and reduce the emissions.
