y=18x+12

Explanation:
2+1/6y=3x+4
Subtract both sides by 2
2+1/6y-2=3x+4-2
1/6y=3x+2
Multiply both sides by 6 (to get rid of the denominator)
1/6y*6=3x*6+2*6
y=18x+12
