<span>There is a remote possibility a barren rock could turn into a temperate forest, but this would have taken billions of years. It is not likely to have happened therefore I would have to say the answer is false.</span>

The is because both are hydrophobic (due to their neutral side chains) and have approximately the same net charge. The isoelectric point of leucine at 25 degrees centigrade is 6.04 while that of alanine is 6.11.  Therefore, this mutation does not change the structure of the protein hence does not affect its function (if not considerably).

There are two main reasons. First, there are introns and exons existed in eukaryotes. Introns do not contain the genetic information but are in large amount in chromosome. So, if the mutation occurs in the introns, it will be recessive. Second, one amino acid will corresponding to several base sequences. For example, UUU and UUC all represent Phe. This is called degeneracy. So if the mutation did not change the amino acid, it is also recessive.
