Para medir los alcances del comercio exterior, el acuerdo se lleva a cabo entre dos países, pero dentro de ellos los encargados de gestionar la comercialización pueden ser personas jurídicas o naturales y la transacción se hace fuera de los límites de un territorio.

Todas las partes que intervengan en el intercambio comercial deben estar de acuerdo con las políticas que se estipulan para regular la actividad. Actualmente son pocos los países que no ejercen el comercio internacional para “proteger” su economía nacional y por el contrario son más lo que desean hacer parte de la OCDE (Asociación para la Cooperación y el Desarrollo Económico), que como dato curioso, son los países con más desarrollo a nivel mundial.

Según la revista Forbes de México, con base en un reporte de la Organización Mundial del Comercio (OMC) del 2014, los países que más exportan son China, Estados Unidos, Alemania, Japón, Países Bajos, Francia, Corea del Sur, Reino Unido, Rusia e Italia y en Latinoamérica se ubican México, Brasil, Venezuela, Chile, Argentina (Cada uno ubicados de mayor a menor porcentaje de exportación).
