Low cost has low quality whereas high cost has high quality.

Explanation:

If the main criterion was keeping the cost of materials as low as possible so he must used the materials of low quality for their work because the low quality materials are made of cheap material while on the other hand, if the main criterion was getting the best performance from the material so he has to used the materials of high quality. The high quality materials are very expensive but its performance is excellent as compared to cheap materials.
