To find 60%: 4,000 x 0.6 (b/c 0.6 = 60%)  

so, 60% of 4,000 = 2,400

To find the number of schools that consider SAT scores:  

Subtract 2,400 from 4,000 which, equals 1,600

              or

Find the remaining percentage; 40%:

4,000 x 0.4 = 1,600

Answer: 1,600 colleges
