      E  =   \frac{r}{2}  [\frac{dB}{dt} ]

       [\frac{dB}{dt} ] = \frac{E}{ \frac{r}{2} }

substituting values

      [\frac{dB}{dt} ] = \frac{3.5 *10^{-3}}{ \frac{15}{2} }
