Answer:

Tensions were already growing between European states. The best that Kaiser Wilhelm could have done for Germany to become the main force supporting Austria-Hungary as it was being threatened by Russia. The competitive actions of colonization and territory expansion really caused sour tastes between European countries. France is an example that wanted their territory of Alsace-Lorraine back from Germany due to the Franco-Prussian war in the 19th century. The Balkans were especially unsettled as many ethnic groups made up Austria-Hungary and demanded their own independence. Kaiser Wilhelm could not stop a war from happening even if Archduke Franz Ferdinand did not get assassinated. Too much tension was growing between neighboring Europeans and even Germany with Britain. Britain did not like how Germany was improving its navy as the navy is the first defense for Britain.
