I can't see how any of these would be the correct answer here as the question is asking what would prevent injury or reduce injury in an actual crash, in other words the crash has already taken place. It's not asking what laws or rules prevent a crash, if it was asking that then all of the choices given would apply. But in this case none of those choices apply because a law or rule that would prevent injury or reduce injury in a crash would the seat belt law or helmet laws.

If one of these answers has to be right then the closest one would be the speed limit as speed can sometimes dictate the severity of a crash.

D. Speed Limits I think. Speed Limits can help reduce it. A lot of speeders are driving and cause a lot of crashes. But if they slowed down their speed it can help lower the events of crashing.
