The one who stole it will be put to death and the one who receives the stolen belonging will also be put to death. Here is the original law:

He increased the government budget by increasing the Tax rate that had to be by the income earners.

In return, he funded several programs to improve the people's standard of living such as Creating work projects to reduce unemployment, providing loans for the people who wanted to purchase houses, providing training and educations for people to learn new skills, etc.
