Mostly all states.

Explanation:

Because there are still not true equal rights and people of the lgbtq community are harassed everyday whether it be on the streets or at work. The people who harassed them almost never have consequences. There are several more reasons as to why the lgbtq+ community still doesn't have full rights and why states don't classify lgbtq+ hate crimes.
