so subsitute
 y=8/9x+b
subsitute 5 for x and 2 for y
2=8/9(5)+b
2=40/9+b
subtract 40/9 from both sides
2-40/9=b
2=18/9
18/9-40/9=-22/9=b
subsitute
y=8/9x-22/9 is the answer
