Running the army
The Assembly does have the duty of passing laws, acting as supreme court and choosing generals for the navy. However, the assembly does not have the duty to run the army. This specifical duty is upon the president, as he is the chief of the army in charge, while the Assembly has more legislative power than executive.
It was the population policy of the 21st century.
When 20th century ends, the desirable social goal
was sustained and broadly accepted from local and regional levels to the world.
To most citizens of America, the population is not really an issue, but it has
been for the past decades because low population may mean demographic issues.
Wages, health, treatment of workers and farmers.
This eventually lead to the Russian Revolution since workers were unsatisfied with how they were treated and how they all lacked the amount of money to purchase basic necessities such as bread.
