Well, to know right away whether or not a number is equal to 1, you need to know what 1 is in scientific notation. 1 * 10^0. Easy enough :) To know if the number is greater than one, any positive number multiplied by 10^a number higher than 0 is greater than one. As well as any number greater than one multiplied by 10^0 or a positive number. For numbers less than one, the way to know is if the number is being multiplied by 10 ^ a negative number. It can't be simplified because 1/3x and -5/7 aren't like terms and therefore you cannot do addition or subtraction with them.

If you meant x as in multiplied by then here is the solution:
1/3*-5/7
(1*-5)/(3*7)
