Explanation:

Elderly people for the most part do not work as they are retired. To support their living expenses, they are paid pensions, retirement benefits and provided with healthcare.

These things are usually paid for by taxes. Younger people are the working population so pay the most tax. If there are less younger people therefore, tax revenue will decrease which would put the above mentioned programs at risk because there would be less money to pay for them.

Countries like Great Britain and France were heavily involved in World War I and suffered severe infrastructure damage. It took years for these countries to rebuild to their previous state. The last thing they wanted to do was get involved in another war that would ruin their countries infrastructure and result in the loss of thousands of soldiers.
