I think Rey believes that the slight increase does not commensurate his performance. It was far from his previous contract. It can also be a burnout for him if he thought that his performance must have a more rewarding benefit. That makes him unsatisfied with his job.
A person would likely hesitate a job with a prestige and high salary in a hospital located in high crime rate because of the fact that being in area with a high crime rate means that there are dangerous things that occur in that particular area in which means that it isn't recognized to be an area safe for a person to live to and by that, why would a person take on a job that isn't even safe for him or her to live on?
I would say they both lived in Middle America.
