The perimeter would be 7+7+4+4 or 14+8 which equals 22 and the area would be 7x4 which is 28

-4 = 6 + b  =>       (subtract 6 from each side)

-4 -6 = (-6 + 6) + b =>

-10 =  0 + b =>

b = -10


y =  3x -10 is the equation of the parallel line
