Among other restrictions, the law requires that presidents notify Congress after deploying the armed forces and limits how long units can remain engaged without congressional approval. Pocket vetoes occur when the President receives a bill but is unable to reject and return the bill to an adjourned Congress within the 10-day period.   And for second to last the answer is :Congress can override a veto by passing the act by a two-thirds vote in both the House and the Senate.
