Answer:

I would establish a research center in Nepal. Nepal doesn't have any good colleges. I would establish a great engineering and medical college in Nepal and allocate sufficient funds for them. Everything depends on education.

  There is no liver transplant facility in Nepal. One of my uncles ended up paying 85 lankhs  in one  of the hospitals in India for the transplant. If good services are provided , we may retain that money in Nepal. There a lot of unskilled and unemployable engineering graduates. Less than 0.5% of the graduates in Nepal are employable. They are bound to work as waiters in foreign countries. This will change with quality education.

HEALTH

Hospitals will be equipped  with great equipment.

FOOD

Agriculture system will be changed. I would thrive to change traditional agriculture system in Nepal. With technology, the productivity will go high.

I have a lot of plans. If I were PM or the president with sufficient power, there would a lot of things to set straight. But here, I want to mention significant ones.

Education: Reduce college and school fees as much as possible. Make some faculties free of cost (Government sponsored). After all, Education is an investment in a Nation's future. So make it free or reduce expenses.

Sanitation : motivate people to clean their streets. Manage waste. Help children implement what they learn in schools about cleanliness.
