The Senate may filibuster bills, where members opposing the bill continue to speak until a vote is called. The House cannot filibuster bills. In the House, there is a Rules Committee that determines whether a bill can be amended, how much time it can be debated, and other rules pertaining to the bill. This doesn't exist in the Senate.
