Well, the United States earns 3 trillion a year, and apparently they spend around 598.5 million of it on military, so I do not think that they are wasting it on Louisiana, but they could spend that money on charity, education, better roads, or higher wage towards construction workers. They could also save the money, and wait until there is an international or a national crisis to spend the money on supplies.
Speaking of supplies, they could spend the 15 million dollars on helping people recover from natural disasters by giving them water, food, or finding a way to have their homes rebuilt. I am not sure how exactly the government spends their money, but these are just examples.
