There are certain legal restrictions on THC concentration, but it is unregulated by the FDA with the exception of brand name Epidolex. Most CBD products will say "These statements have not been evaluated by the FDA" because each specific product of each brand must be evaluated before approval. This however does not make it illegal to sell, just unregulated.
