Parts of costs are paid via patients through deductibles for hospital and other costs. For non hospital coverage small monthly premiums are to be paid. Medicare is a federal program and has the same structure everywhere in the US. It is run by the Centers for Medicare and Medicaid Services which is an agency of the federal government.

Medicaid is a program of assistance. It is open for people of every age with low incomes. Usually the patients do not have to pay any parts of costs for covered medical expenses. Although it too is a federal program, it varies from state to state.
