I can't really give you a specific answer, but in experience, because of lack of teachers covering the topic and making the students understand the topic. Also, they lie about using the internet, in hopes of not getting in trouble. Again, from experience, my parents did not grow up with the internet and have always used it as an excuse to why I never do anything, even though it is a tool and an outlet for me to escape reality.
