I think this means that the people who are trying to give petitions for redress, humbly, are being punished for it. The people are saying that the ruler is a tyrant and is unfit to be a ruler of the free people. The people were explaining their experiences under their previous ruler.

Ever since the creation of the United States of America slavery had brought up the conflict between the North and the South. The 13th amendment abolished slavery and was passed December 6th, 1865
