Answer:

In the explanation it says that both Amebelle and Shelagh take medicine for their allergies. But different types of medicine. There is a reason to that, maybe one of them has different kind of allergies and it needs something else. Example if she was asking to borrow an inhaler that'd be bad since she uses that all the time right? So since Shelagh has a completely different medication she doesn't know what it could do to her friend Amebelle. So she should politely say no and tell her to ask her mom to get her new medications.
