4/3 * 1/4  Multiply the numerators and the denominators
(4*1) / (3*4) = 4/12                   Simplify, 4/12 can be simplified to 1/3. 
He poured 1/3 pound of sugar. 

Now, for flour, we need to find 1/4 of 2/3, using the same process:
(2/3) * (1/4) = (2*1) / (3*4) = 2/12 = 1/6
He poured 1/6 pound of flour
