A negative exponent means that factor is on the wrong side of the fraction.

For example, 5^{-11} can be written as \dfrac{5^{-11}}{1} and to get rid of that negative exponent, the 5^{-11} gets moved to the bottom and the exponent becomes positive.

     5^{-11} = \dfrac{1}{5^{11}}

And if the exponent is negative in the bottom, then you move that factor to the top:

    \dfrac{1}{y^{-7}} = \dfrac{y^7}{1} and we just write that as y^7, since the "over 1" isn't needed.

The formatting of your question leaves me guessing a bit, but I think your original expression was 11^{-8}.  Based on what we just talked about above, how would you rewrite that with a positive exponent?
