Canada is the country that forms most of the Northern border of the United States. I recommend looking at the map and seeing what is directly above the 48 contiguous states.
I believe that:it should be just rehabilitative,so individuals,can learn,to alter their ways,and become a better person. I believe: some individuals deserve punishment, as well.

Other examples of how biological predispositions affect training would be when it is much more easier to teach chimps sign language compared to teching dogs.
