A scale factor is a number multiplied to a certain number to determine the magnification of the quantity if the data. This is used to relate the effect of changing one parameter to the dependent variable. For example, if the temperature is doubled, then the volume increases by a factor of 2. To know the second volume, just multiply the first volume by 2.

So, an expansion factor must be more than 1. The greater the number, the greater the extent of expansion. Otherwise, if the factor is expression in proper fractions, the number is then reduced. The negative sign actually does not matter because it might be a vector quantity that expresses only the direction of motion, for example. From the choices, there are two fractions: 2/3 or 3/2. But since 3/2 is an improper fraction and is equal to 1.5, it is expansion because the factor is more than 1. Therefore, the scale factor for reduction is 2/3.
