It looks like ∆ is defined as

<em>a</em> ∆ <em>b</em> = (<em>a</em> + <em>b</em>)² + 5

If that's the case, then

1 ∆ (-4) = (1 + (-4))² + 5 = (-3)² + 5 = 9 + 5 = 14
