Answer:

The correct answer is C. Education remaining in the hands of local communities  is not true of a totalitarian state.

Explanation:

Totalitarianism is a political system in which the state, usually under the control of a single person, politician, faction or social class, recognizes no limits to its authority and strives to regulate all aspects of public and private life, whenever possible. Totalitarianism is characterized by the coincidence of authoritarianism (where ordinary citizens have no significant participation in state decision-making) and ideology (a generalized scheme of values promulgated by institutional means to guide most if not all aspects of public life and private).

Totalitarian regimes or movements maintain political power through a comprehensive political propaganda disseminated through the state-controlled media, a single party that is often marked by cult of personality, control over the economy, regulation, the abusive use of decrees, and restriction of expression, mass surveillance and the widespread use of state terrorism.

The heavily punished the Germans for their role in world war 1
Scrat [10]
The French and the British punished Germany by making them sign the Treaty of Versailles. Making Germany go under a lot of debt and had to give away a lot of land. (I think) If I was you id still look it up. Also this Japanese series helped me pass my world history class before: Hetalia. It's silly but historically accurate in their WWI and WWII episodes.
