The above statement is correct because chloroplast is an organelle which moves in the cell through the medium known as cytoplasm. Cytoplasm is a thick fluid that fills every type of cell and organelles are floating as well as suspended in this fluid.  

All organelles such as the nucleus, endoplasmic reticulum, chloroplast and mitochondria etc are located in the cytoplasm. The portion of the cytoplasm except the organelles is called cytosol so we can conclude that chloroplast is an organelle which moves within the cell with the help of cytoplasm.
