8 servings. since you dont have to worry about the flour since he has enough, focus on the milk. if its 1 1/2 cups for every 4 servings and he only has 4 cups, then look at it like this: 1 1/2 + 1 1/2 = 3. 3 + 1 1/2 = 4 1/2. he doesnt have enough milk for the 3rd serving so its just 2. But since each serving is for 4 people just do 4 x 2 which obviously gives you 8.
