substitute the first equation into the second. you will get 2(0.25x-1)=(2/3)x+6.
that simplifies to .5x=(2/3)x+8 solve from there to get x=-48. substitute that into the first equation to get y=(-48/4)-1 therefore, x=-48 and y=-13
