My answer is due to, it doesn't use the markers it goes by smaller numeral making me believe it uses the 16th instead of the 8th, also you can see it hits the tick mark for the bigger saying that is settled on making me think that is the answer.

To break it down why the others are not correct the \frac{4}{8} is the mesurent saying it is half which it clearly is not half way. The other is \frac{7}{8} butyou can see the marker is not nearly close enough for it to be almost to a pound. and the last option 1\frac{5}{8} doesn't make sense it seems it would have to be more then a pound.
