No, he is not

0.9 is the same as 0.90....also the same as 0.900000000...u can add as many 0's as u want to and it will not change the number.

so 0.9 is not " in between "  0.90 and 0.91.....because 0.9 is the same as 0.90...it is less then 0.91, but the same as 0.90
