The HCl is able to dissolve the metals that have reactivity less than the hydrogen. Nitric oxide is a strong oxidizing agent and has the ability to react with metals such as copper and oxidizes it.

The HCl is however unable to react with copper as it has high reactivity than hydrogen. Thus, copper can dissolve in nitric oxide, but not in HCl.
