C = 4 v.e.

F = 7 v.e.

Cl = 7 v.e.

4 + 2(7) + 2(7) = 32 total valence electrons

There are 6 lone pairs around each outer atom and two electrons in each bond.

(6 electrons x 4 outer atoms) + (2 electrons x 4 bonds between atoms) = 32 electrons

This adds up to the total valence electrons. Carbon wants 8 valence electrons. This is satisfied by the 4 bonds between it and the outer atoms. The outer atoms want 8 valence electrons as well. This is satisfied by the 6 electrons (in the form of lone pairs) and 1 bond between them and carbon.
