Their valence shell contains two or eight electrons. They don't acquire, shed, or distribute electrons.

An atom with a full outermost (valence) shell has a stable electrical configuration. The quantity of electrons that leave or enter an atom's outer shell is known as its valency.

A noble gas configuration is a stable electron configuration for representative or main group elements. By acquiring or losing electrons and forming ions, or by sharing electrons with other atoms, the representative elements' atoms can adopt a noble gas structure.

The stability of an electron arrangement can be predicted. When all of an atom's orbitals are filled, it is at its most stable and unreactive. The combinations with full energy levels are the most stable.
