The molarity is defined as the number of moles of solute present in volume of solution. In the formula, volume of solution is taken in liters.

Now looking at the values given in question -

Initial volume (V₁)  - 78 mL

Initial molarity (M₁) - 0.240 M

Final volume (V₂) - 0.250 ml

To calculate final molarity, the formula to be used relating the given entities is -

M₁V₁ = M₂V₂

where, M₂ represents final molarity.

Before calculating molarity, converting volume in milliliters to liters.

As we know, 1000 milliliters = 1 liters

So, 78 ml = \frac{1*78}{1000}

78 ml = 0.078 l

Molarity = M₁V₁/V₂

M₂ = \frac{0.078*0.24}{0.25}

Performing multiplication and division to find the final molarity  of NaOH diluted with water-

Molarity = 0.075 M

Hence, the molarity of NaOH diluted with water is 0.075 M.
