Why do you need to fill the bomb with pure oxygen? what would happen if you skipped that step and just allowed the bomb to fill

with air?

The bomb is filled with pure oxygen to ensure that sample in the bomb burns completely.

Oxygen is used for better combustion as it  assists the burning process and increases heating system efficiency by reducing energy loss in exhaust gases.

If we use air instead of pure oxygen , rate of combustion will decrease because air contains only 21% of oxygen . Thus the efficiency will decrease and complete combustion will not take place.
