Yes, because the House of Representatives has to resemble and follow public opinion wherever possible, compared to the Senate which has a more educated and careful task which is not so influenced by the encouragement of mass sentiment.

The United States Senate is the upper house of the United States Congress which together with the United States House of Representatives (lower house) forms the United States legislative body. The Senate office is located in the north wing of the Capitol Building, in Washington, DC. This institution first convened in 1789.

The composition and power of the Senate are governed by Article One of the United States Constitution. The Senate is made up of senators, each of whom represents the state as a whole. Each state, regardless of population, is equally represented by two senators who have served for six years, divided into three classes as a result of biennial Senate elections. Today the United States has 50 states, so the Senate has 100 senators. From 1789 to 1913, senators were appointed by the state legislature they represented; now they are elected by popular vote, after the enactment of the 17th Amendment to the United States Constitution in 1913.

The United States House of Representatives is one of two chambers at the United States Congress. Each state is represented in the House of Representatives proportionally according to the population, but each state has at least one Representative Member. The current total number of Representative Members is 435 by the Apportionment Act of 1911, although Congress can increase that number. Each Board Member serves two years and can be re-elected indefinitely. The Chairperson of the Board is called Speaker.

The decision made the House will most likely affected all individuals across the states.  Since they often make those decisions within a very short time frame, often times they fail to consider many aspects that might only felt/understood that citizens who live in a specific state.

This is why the Senate was formed as one of the measure for checks and balance. The senate that consist of representatives form each state will filter the output and give their opinion on whether that decision will be beneficial for the people on their state or not
