The length of the circumference is (being d the diameter, and using 3.14 for \pi):

L = 2 \cdot r \cdot \pi = d \cdot \pi = 4 \cdot \pi \text{ cm} = 12.56 \text{ cm}

The perimeter of the hexagon is 12 cm.

Hence, the circumference is 0.56 cm longer than the perimeter of the hexagon.

C = 2(3.14) r               =>                as 2 * 3.14 = 6.28

C =  6.28 r                 =>                divide both sides by 6.28

r ( 6.28/6.28) = C/6.28 =>           as 6.28/6.28 = 1

r = C/6.28

Well we can find the perimeter by using the formula P=2L + 2W 
P=2(30) + 2(18)      P=60+36     P=96
I believe we can divide the perimeter by 18 to find the total amount of lights needed. 
96÷18=5.333333 
So we know at least 5 lights are needed.
