The political boundaries are one of the several types of boundaries. These boundaries are set strictly because of political reasons. This includes spheres of interest, direct or indirect control, but also political strength, or lacking of it. These boundaries change though. The reason why they change is the constant change of power between the countries. While some become stronger, some experience decline in power, and that naturally results in changes in the political boundaries in the favor of the stronger side at the moment.

And the 13th amendment said that if you broke the law slavery could be reinstated. So the people of color and the white plantation owners mande a compromise that the people of color could live in their house and have aid but in return the people of color would've to farm a portion of the plantation owner's land.
