The only thing we need to here to find who is correct is evaluate the function f(x)=-2 x^{2} +32 at x=3. To do that we are going to replace x with 3 in the function:
f(x)=-2 x^{2} +32
f(3)=-2 (3)^{2} +32
f(3)=-2 (9) +32
f(3)=-18+32
f(3)=14

We can conclude that Lynn is correct. f(3) is indeed 14.
